Bring them in before the design is fixed. Consent outcomes are largely decided by whether harm to significance has been understood and avoided, and that is a design question. A consultant asked to write a heritage statement for a finished scheme can only describe it.

Expect significance to come first. A heritage statement that does not identify what matters about the building, and why, will not carry weight. The assessment of harm, and the public benefits offered against it, follow from that and are what officers and inspectors test.

Use the pre-application route. Most authorities offer it, usually for a fee, and an early conversation with the conservation officer resolves more objections than any amount of later correspondence. Record what is agreed.

Remember that consent and building regulations are separate. Approval of an application does not authorise anything under the Building Regulations, and unauthorised work to a listed building is a criminal offence rather than a matter to be regularised afterwards.

Do I need Listed Building Consent for internal work?

Often yes. Listing covers the whole building inside and out, including fixtures, so removing partitions, chimneypieces, plaster, joinery or staircases usually requires consent even though nothing is visible externally. Like-for-like repair generally does not.

What is a heritage statement?

A document explaining what is significant about the building and its setting, how the proposal affects that significance, and how any harm has been avoided, minimised or justified. It is a standard requirement for consent applications affecting heritage assets.

What happens if work was done without consent?

Unauthorised work to a listed building is an offence, and the authority can require reinstatement. The usual route is to take advice quickly, stop, and discuss regularisation with the conservation officer, since cooperation affects how the matter is handled.
